It's a striking effect when the clouds are illuminated from underneath because the sun is so low.
Looks like the middle street lamp on your side of the wall (at right) needs its bulb changed. Considering some of the characters that hang out in your area, the city needs to be diligent about that.
Some of the lights on that side of the street blink on and off every couple of minutes. I found out how to put in a maintenance request but they didn't fix it.
